Putting 20 gallons of water into a 10-gallon bucket that causes the water to overflow can be a policy problem or a bucket problem.
If changing it to a larger bucket solves the problem without any side effects, we have found the real problem.
If illegal dumping that creates harm needs to be prohibited, then we need to dig into the real issue here.
Complicating a simple problem into a much bigger issue is just as problematic as oversimplifying a complex problem.
