The Chinese proverb “水能载舟，亦能覆舟” says that water carries the boat, and water overturns the boat. It’s a metaphor describing the relationship between the authority and people. In this metaphor, the authority is the boat and the people are water. People support a government in fulfilling its role. But when it doesn’t serve anymore, people have the power to choose one that does.
