In a complex system, the cause and effect are often indirectly connected, unlike in a complicated system. This usually leads to oversimplifying solutions that overlook essential aspects and variables.
Believing funding shortage is the solution to the problems of the public school system is a typical example. So is enrollment decline.
Just because something is obvious doesn’t necessarily mean they are the root cause to address. In a complex system, the obvious are often the symptoms, not the real problem.
