"Anyone can cook" is the line from Ratatouille, the movie. The idea is that a great cook can come from anywhere and be anyone.
The same applies to "anyone can learn." The reason learning is for anyone is that learning is a self-initiated change regardless of people's capabilities, circumstances, and backgrounds.
Making learning accessible means removing barriers that prevent people from participating, regardless of the difficulty level.
Just because learning is accessible, it doesn't mean it's easy. Building realistic expectations helps clarify what's confusing.
